SPP: Self-Protection Policies

What are the Self-Protection Policies?

SPP are procedures for security organisation and management in buildings, aiming the prevention of fire, the security measures maintenance and the adoption of precautionary measures to address an emergency condition. The SPP ensure that the fire prevention system equipments are in good conditions for permanent operation and also that these are properly used, and so in an emergency condition, the building occupants will leave the damaged site safely.

To what buildings are the SPP applied to?

Starting from the 1st of January 2009 in Portugal, it is mandatory to apply the Self-Protection Policies (SPP) to every building and enclosure (with the exception of residential buildings of first and second cathegory).

Who should order the application of SPPs?

The Portuguese Legislation assigns the reponsabilty of ordering the application of SPPs to:

• The owner of the building, in case of its possession
• Responsible entity for the building holding.
• Managing bodies, in case of buildings with common space, shared spaces or collective services disposal, having a limited responsability for the named spaces.

Which entities may elaborate the SPPs?

The institutions accredited by the National Civil Protection Authority (NCPA)

Who approves the implementation of SPPs inspection?

The National Civil Protection Authority (NCPA).
